Are Colorado License Plate numbers a public record
In what way? Are you asking if John Q. Public can get your name by providing the DMV your license plate number? A check of the DMV website in CO finds no information on how to do this, but it may be well hidden. If this is your question, you can call them and ask them.

If you are asking whether or not the police can run the information from your plate even if you are not committing an offense, the answer is "yes."

Your plate is registered with your personal information (Name and Address). So if your license plate was recorded for some reason (by a witness/camera), an officer can easily obtain your information (regardless if you committed a crime or not in your past history).
