A: My guess is no since you do not have to have an intention to drink in public; you just do it.

Crimes of moral turpitude usually are not codified by statute, you've got to look at caselaw. I would be shocked if there were any case in any state that held that drinking in public or public intoxication were considered a crime of moral turpitude.
