motion to dismiss for lack of jurisdiction

What is the name of your state (only U.S. law)? missouri state
procedure, directions for filing a motion to dismiss for lack of juridiction.warrent issued 2004, original search april 2002 and pd has had knowledge of address/ where abouts but have not acted on said warrent.
to my under standing this is a cause for dismissal of that warrent. anyone having experience with such issue that can help me out for which i would greatly appreciate please relate.

Please define "jurisdiction" the way you are using it.

Also, warrants never expire.
