What is the name of your state? TX

If some one is arrested and bonds out. Is it legal for the DA to change the charges without notifying him or his attorney or the co that bonded him out? His attorney said that the first 2 charges 1. Assault w/Intoxification & 1. Fail to Render Aid. Were going to be changed to 2. Assault w/Intoxification (not enough evidence to continue with the Fail to Render Aid). His attorney said that a walk thru would need to be with the Bond Co. However that never happened and when he went for his first court appearance he found that the DA had dropped the Render Aid charge and tacked on another Assault w/Intoxification charge. The attorney said that it happens all the time they can do what they (DA) want to do. Is this true??
