no arrest**************.

What is the name of your state? Pennsylvania

Son has not been arrested but is being asked to appear for prelimary arraignment on charges of criminal mischief in the 2nd degree. I thought arraignment was done after an arrest. My son has not even been interviewed by police concering the matter.
