Parole date over, but warrant showed up

What is the name of your state (only U.S. law)? Texas

My friend had been on Parole and was to be off paper (3/2009)
However, he did not report knowing he would spend time in ISF.
Then was arrested for a warrant that was dropped by the DA office,
It appears it was picked up by the State (Neither party involved pressed charges and warrant showed up 6 months after offense 8/2008)
Bail was set and if bonded out will he go straight to TDC or be released?
Does the warrant revoke is Parole?
(Warrant was for family violence and tempering with a 911 call) Which he did not do, the other party involved calls the police every time they got mad and calls his phone all the time threaten to call the police and make up something to get him picked up for not reporting.
Can they legally harass someone like that and can charges be failed against hem for harassment?
He served 9 yrs and 6 months out of 10 yr sentence;
Will his street time over ride the remaining time to be served?
