Question

Passport with state warrant?

I recently found out there was a state warrant issued from Utah over a year ago that was never handed to me. I have since moved to California and was planning vacation to Europe this summer. Will I be issued a passport if when I apply? From my research federal warrants are grounds for passport denial, but I can not find information on state warrants.

Even if you do get a passport, it is likely you will get arrested upon your return from Europe.
