Petition for rights

What is the name of your state? GA
Do you have to be off probation 5 years to request that your rights be reinstated?
It was a federal conviction. Served 51 months paid all fines, will be off probation in August?
Does he have to wait 5 years or can we petition the judge that did the sentancing?
