please explain!

What is the name of your state (only U.S. law)? MD
can someone please explain what this means in normal english!
I applied for an explungement 2 times(from 2003)
this is what the paper said that was sent back to me:

Your petition for expungement of police and court records or application for expungement of police reocrds has been reveiwed by the court. Please be advised t hat:
There is no provision in the law for expungement of a criminal charge with a guility verdict or or a mon-incarcerable motor vehicle violation, or civil case, or a probabtion before judgement of a violation of 21-902 of the transportation article.

does this I can NEver remove this from my record? even though i pleaded not guilty and my probation was done early?
how can i fix this? its been 6 yrs

Yes, it means it can't be removed. I guess you could lobby the state to change the law which would likely take years with no guarantee of success. You can away consult an attorney.
