What is the name of your state? Florida

Are court transcripts required to be kept as a matter of public record? How can they be viewed or accessed? What if they are not kept? If the person convicted cannot get a copy because it does not exist are there any grounds to help in getting them released on that basis? They have requested a copy and were told it doesn't exist. I have also done a case search with the Clerk's office online and been told it does not exist.
