My husband was arrested for failure to comply with bond conditions. The new charges are likely to be dismissed. If they do dismiss them don't they have to release him from jail since the new charges were what got his previous bond revoked?

Without more information, the simple answer is.... no. There is NO obligation to release him at all. Any release is purely at the discretion of the prosecutor and court(s).
