How far down does the rabbit hole go?

I am talking with a news reporter and she asked what obligations are there for the district attorneys office. the only thing I found was:

Here is all I could find regarding the Santa Clara regulations regarding the District Attorney’s office. The State Code does not address this issue yet.
Santa Clara County Code

Sec. A22-34. Responsible for prosecutions.
The District Attorney shall be responsible for all criminal prosecutions as distinguished from civil affairs of the County.
(Code 1954, § 3.1.17-2)
State law reference(s)--Duties as prosecutor, Government Code § 26500 et seq.

Sec. A22-33. Authority over personnel.
Subject to provisions of the Charter and this Code, the District Attorney shall have power to appoint, suspend or remove all assistants, deputies, clerks and other employees necessary to conduct the work of the Department.
(Code 1954, § 3.1.17-2)
Charter reference(s)--Personnel system, Art. VII.

My interpretation regarding these regulations is synthesized like this.

Dolores A. Carr is responsible for any actions performed by Ben Field that are related to criminal prosecutions, period. She must take responsibility for the actions of Ben Field under Sec. A22-34.

Dolores A. Carr is not restricted in any way from suspending Ben Field for practicing law in the office of the District Attorney. She has the right to keep him employed in that office. But if this would violate Sec.A22-33 if by doing so causes detrimental harm to the offices ability to perform the “conduct the work of the Department”, this surely is a serious problem. By refusing to protect the integrity of the Department of the District Attorney by not suspending Ben Field at the time he was being prosecuted by the Ca Bar Court,, she is doing irreparable harm to the offices ability “to conduct the work of the Department.” Until Ben Field is exonerated from the California Bar Court, his work taints the credibility of the Department of the District Attorney. Thus, any work performed by him in any way for the District Attorney’s Department is subject to increased scrutiny and lack of credibility.

By Dolores A. Carr choosing this course of action to maintain Ben Field as a practicing attorney, I am shocked that the Santa Clara County Supervisors have not demanded an explanation. In fact her action being contrary to her obligations under Sec. A22-33 would arguably require her dismissal, because her actions inhibit the proper function of the Department of the District Attorney or impairs the performance “to conduct the work of the Department.” Where are the Santa Clara County Board of Supervisors? What are is their explanation to fail to protect the integrity of the Department of the District Attorney?

This situation seems to get more serious when you do any cursory investigations.

Am I interpreting this right? Am I making irrational conclusions? Am I just flat wrong? Please let me know?

Nothing, the fourth time my commercial pilots license was suspended, I gave it up.
