If the police have a search warrant, enter your home, tear the place apart causing damage to it, meanwhile they find nothing because they acted on a false tip from an informant, can they be held responsible for the damage?

Generally no. Good faith clause places immunity upon the police.

This would depend on the kind of damage. Did they open your dresser with an ax, or just dump your clothes on the floor? Did they enter through a door or a wall? When they ate the leftover fried chicken did they throw the wine glasses into the fireplace, or just not wash them? You can file a claim for any REAL replacement expenses.
