What is the name of your state? CA

I have two questions. The first is, what is NCIC?

My second question regards the serving of arrest warrants in California. Under what circumstances are arrest warrants served by mail? For felony, misdemeanor, or both? Are arrest warrants always served by mail, for, say, out of county warrants (issuing agency is X county, county of residence is Y county)?

The National Crime Information Center (a nationwide database and network that links each state's criminal and other records' systems).

Never. Someone may be notifed of a warrant's existance by mail but they are not "served" in that manner. An Arrest warrant is "served" when someone is taken in to custody.
