son caught shoplifting

I'm from Tampa, Florida. I'm disabled and on fix salary. My son was caught at a dept store shoplifting. They recovered the small item. He went to juvie hall and released three hours later. Five days later I get a letter from the dept store's legal office requesting $200 dollars pursuant to the Civil remedies for criminal practices act. This statue 772.11 states a claimant can claim for damages. But there no damages incurred during the theft. Property was intact when recovered. Can someone explain if this is legal?? Thank you.
