What is the name of your state? Colorado

My husband was arrested almost two years ago and spent 8 months in prison. he was released two months early. he has now been arrested again, in federal indictment, and come to find out, they had a arrest warrant for him dated before he was even arrested the first time! does that violate his rights to a speedy trial or anything similar? I thought that a prisoner has to have all charges on him 'cleared' before he is released?...

His speedy trial period for the crime he gets arrested for starts when he gets arrested for the crime he is arrested for.

But when he gets arrested the first time or the second... I am not sure, but would think that there would be some sort of a violation, being that he was already incarcerated and they released him knowing that there was a federal arrest warrant? It doesn't make sense...
