Theft greater than $500

What is the name of your state? Maryland
I rented horse stalls to someone who stored a car on my property. He left here under adverse conditions owing me $1080 and having some of my personal property in his possession. Additionally, he telephoned me and threatened me. As a result I served him with a letter stating he was not welcome on my property and indicating how he could retrieve his property by having an agent of his contact me to determine a mutually acceptable date / time for them to return my property, pay his financial obligation, and retrieve his property. he tried to file a police report for theft but told the Office the truth about the situation. The Officer would not write the charge of a stolen car stating it was a civil matter. He then went to the commissioner's office and wrote a statement leaving out the facts that would make it a civil matter versus a criminal matter. I now am charged with theft greater than $500 and have a July court date. What now????
