Under Surveilance in Saint Louis, MO

What is the name of your state? Missouri

I am hoping someone could answer a couple questions and maybe some advice. I live in Saint Louis, MO USA and I have been under surveilance by local authorities since mid August 2004.

What is the law on surveilance?
What has to be done before someone is placed under long term surveilance?
Can surveilance be considered stalking and or police harrasment?
Who can I turn to for help with this?

I spoke to my local ACLU and got some advice to contact police Internal Affairs?

Can someone shed some light on this subject please?
