Underage Citation

What is the name of your state? Pa

I got arrested for underage drinking one night and they let me go without any penalties.
The next evening, I was arrested by the same cops. The first night, they didn't know how to work the breathalizer and they made me do it at least 4 times while they read the direction. The 2nd night, they tried it 3 times. They wrote me a citation for the 2nd night, and told me they would mail me a citation for the first night. This was my first offense.

1. Can they issue me a citation for the night before when they already let me go?
2. Am I definitely going to lose my liscense?
3. How many times are the police allowed to test me with the breathalizer?
4. Should I get a lawyer?
