Virginia restraining orders

Is it possible in any way in Virginia to get a restraining order against someone that isn't a family member and was never in any way in a romantic relationship with me?

Block the text from that source .

Unless this person lays hands on you , blocks your path of walking , spits on you or the like ( physically does something to or toward you ), a r/o is doubtful .

You edited out crucial information. How do you expect anyone to give advice?

If your problem was with text messages, unless they were threatening, just block him/her, or call your cell phone company to report the issue.
