What is the name of your state (only U.S. law)? Texas

I don't know all the details. I just know he has a warrant for his arrest on an aggravated sexual assault charge from around 2006. He never turned himself in and moved out of the country. His residency is expired. He is thinking about coming to the US and then turning himself in. But is not sure what to do. He would be trying to come in illegally. If he gets caught, he will go to jail and he thinks that will make his case worse. What advice can I give him?
A bail bonds friend looked up the case and said it had been dropped to a misdemeanor. But we don't know what that means.

The advice should be for him to hire an attorney, return to the country, and if not arrested at the port, turn himself in.

Or, he could stay out of the country since he has no legal right to be here and apparently can't behave himself.
