Warrant Question

What is the name of your state?ILLINOIS
My future ex husband has an active warrant on his arrest for ILL. He's currently living in PA and moved there without taking care of the warrant.
The warrant states the following:
THIS BODY ATTACHMENT DOES NOT EXPIRE
BOND ON THIS BODY ATTACHMENT IS SET IN THE AMOUNT OF 630.00
10% BAIL BOND PROVISIONS DO NOT APPLY TO THIS BODY ATTACHMENT.

My questions are:
Does the above mean that bail is denied?
I was told that he should be held under arrest until a court date is scheduled.
When he comes to ILL can I just call the local police and have him arrested?
