In arrest for felony charges (in Virginia), is a warrant required to be presented to the arrestee at the time of arrest?

Example: Arrestee picked up at approximately 10:40am at residence parking lot, was informed verbally of there being warrant(s) for arrest. Taken into custody and delivered to police department. At department, warrants were provided to arresting officer over the counter of the intake area (warrants were not in possession of arresting officer at time of arrest). Warrants were signed at 10:31am, approximately 9 minutes prior to arrest.

Of course not...think about all the people with warrants who have been picked up incident to a "routine" traffic stop. Do you think they were given copies of the warrants when THEY were arrested?
