And what do the police, the district attorney or the sheriff's department say when you call informing them of his whereabouts?

It is most likely a bench warrant. Many police agencies treat these as a very low priority and will only bring in the person if they come in contact with the person, usually through a traffic stop. You could speed up this process easily, say remove his license plate or hang a sign on his vehicle that says "kill cops".

Pick up on warrant

Doesn't really matter if it's a bench warrant (with or without bond available), an arrest warrant or a commitment order for a failure to pay fine - if you know where he is, but he's not on the road driving, it's hard to get law enforcement interested unless they're in the neighborhood and have back-up along. Best advice, watch his patterns .. if you know he goes out to the local tavern every Friday night after 6PM, and you can observe him doing this from a safe distance (maybe in a car HE won't recognize in his rear-view mirror), the minute he hits the road get on your cell phone (borrow one if you have to) and call your local law enforcement dispatcher and report a driver on the road you know has an active OWI or DUI warrant on him and give them the location. Chances are good he's driving drunk again and that means another nice, new charge they can levy against him. If you don't want to give dispatch info on yourself, check ahead of time and see if there is a Crime Stoppers hotline that's handled by the same agency (probably in the same dispatch center). Call it in and turn down any reward.
