Wasnt in police officers Jurisdiction

What is the name of your state? Illinois

My brother was pulled over by a cop out of his Jurisdiction for possession of cannibus. He had to wait a few hours so the cop could figure out what county could make the arrest. There were 3 cops from different counties. The original cop to pull him over wasnt in his jurisdiction. Was it legal for that officer to pull him over when he wasnt in pursuit of him in his juridiction and had him wait for 2 other officers to find out whos jurisdiction he was in to make the arrest?
