what constitutes an arrest?

What is the name of your state (only U.S. law)? FL

Employee was called aside, interviewed by loss prevention and signed a written confession that aprox $2,000 in cash and merchandise was stolen (multiple transactions over a few months). The police were called, also received signed confession, issued a no trespassing and let the ex-employee go. The employer wrote a statement that they wish to prosecute.

The charging affidavit form includes: Arrested? with a no, but there is a date and time of arrest (prior to the police arriving). Is this considered a citizen's arrest?

When applying for other jobs to the question of 'have you ever been arrested' would the appropriate answer for this ex-employee be a yes or no?


Does it make a difference if the charges were later dropped because the monies were paid back and the employer did not pursue the charges?
