RDA means Record of Reportable/Inadmissible Alien. When it has been filed it means that INS has a hold on the individual. If picked up on the warrant they will not be granted bond. Once their local charges are taken care of they will be dealt with by INS which generally means they will be deported.

Sounds like a mistake then. Illegal aliens use false names all the time. Sometimes those people get warrants of their own and they get cross linked with the illegal and INS puts a hold on them. If they really aren't illegal than the hold would be removed when they got picked up on the warrant and the person's identity was discovered.
