What is the name of your state? CA

Under what circumstances is someone notified of a warrant's existence by mail? Is it generally for felony, misdemeanor, or both? Is it generally a tool for when the wanted individual resides out of the county of the issuing agency? How common is the practice of notifying by mail? What about by telephone?
