Window smashed!

Two weeks ago in front of my girlfriends apartment, a car full of college kids smashed our car window. No one saw the crime happen, however our car alarm grabbed our attention. My girlfriend and I went outside to clean up the mess. I proceeded back inside to call the police as she continued to sweep up the broken glass. A 93 Honda Accord slowed down (full of college students) and shouted, "next time it will be worse you F@#$#@ whore"! I ran outside and witnessed the car speed around the corner. I was able to catch up with the car and grab their plate number. It turns out the auto is registered to a county legislator and the police have done nothing. The police said that an arrest cannot be made because nobody witnessed the crime. Can the police make an arrest? What are my rights? We live in upstate NY. Thanks for your time.
