Joe is in a supermarket.
He sees an open bag of cashews, grabs a handful, and snacks as he shops.
An employee spots Joe and calls security.
Security Bob shows up, but the cashews in hand are all eaten. He confronts Joe and shows him the open bag.
Stunned by the hoopla, Joe pleads 'I don't know.'
Frustrated, security Bob takes Joe's name and tells him, in a threatening tone, that he would take a statement from the witness, review all security video and investigate thoroughly.
A junior manager nearby nods in agreement.
Joe cashes out and leaves.

Is security Bob giving Joe the old 'SCAR'EM' routine or is he seriously going to go for a charge ?.

Assuming it gets the OK from upper management, what is the procedure security Bob must follow in filing against Joe ?
Is the charge routed through the local police, where most charges are routinely rubber stamped through. Or does it go to an independent reviewer where it gets a rational cost-to-benefit analysis?
When would Joe first know if he has been charged ? Would he be arrested or a summons mailed ?

Middle-aged Joe is proud that he has no police record at all and has served 2 tours of jury duty without complaint.
