2 time accident


While sitting at a stop light I was struck from behind by a woman who I had a problem with. I choose at that time to let it go. She then followed me , at this time I decided to speak to her. I pulled up to a stop sign , stopped, at made a u-turn in the intersection. She proceded to run the stop sign and hit my car hard enough to spin the car so I was facing the oppisite direction, roughly over $1500. worth of damages. I procceded to the police department that was 2 blocks away. At the police station I gave my statement and did not press charges at the time. She refused to give astatement because I did not press charges. I was told that no charges were to be filed since as they siad we were in the wrong. When I asked for the police report to file insurance I was told that there was no report. It was not filed. I had to go through the Freedom of Information Act to get a copy of anything. To top it off her brother is a detective. How do I get my car fixed after all this?Is it still possible to file charges for hitting me twice in a 15 minnute time spand. Also are the police supposed to make a report on something like this? I was told that in the state of Texas a report must be filed for damages over $500. by a DPS trooper is this correct and what is my recourse for the police not doing their job. At the least she sould have been given a ticket for running the stop sign.
