Is 250K a good settlement??

My mother was offered a 250K settlement (first offer) for a pedestrian/vehicle accident, in Long Island, NY, where a vehicle backed into her and caused a hip fracture. Her recovery and prognosis was good, and she experienced minimal loss of quality of life. She did experience quite a bit of anguish over the entire event. Do you think the settlement value is fair? What is the name of your state (only U.S. law)? NY

Was she offered the policy limits? Will the money cover all her medical bills and then some?
