Accident with Uninsured Driver

Minnesota -

Today my father was in a car accident where an unisured driver hit the back drivers side quarter panel of his truck. I am curious to find out what liability lies with the uninsured driver. They obviously will be able to pay for the damages themselves and like stated before have no insurance. Is there any way about making them responsible for the damages and not increase our insurance premiums in the process. We are thinking we will have to make a claim against our insurance to have the truck fixed but it doesn't seem right to me to have them only recieve a ticket for driving without any insurance and for us to have to fix our own vehicle with no fault of our own and pay higher insurance premiums because they have no insurance. Any help or suggestions would be greatly appreciated!!What is the name of your state (only U.S. law)? What is the name of your state (only U.S. law)?

You claim on your insurance. Your premiums don't go up since it wasn't your fault. Your insurance company goes after the at fault party so you don't have to.
