An accident w/ no fault

What is the name of your state?I live in Utah, this is my problem:
Passing through an intersection on a run of the mill morning, heading for my school, I strike a car who is also running through the intersection the only problem with this is that he had a red light and pulled in front of me (I was heading west bound, he was heading north bound) I did have the green light, well problem number 2 is that there are no witnesses what so ever, the driver of the vehicle claims I ran the light, I of course, claim that he did. The officer refuses to write a sitation to either of us and instructs us to talk to our insurance companies. Well, my insurance company won't do jack for me being as it wasn't his fault, and of course, his company wont help me either. I now have a totaled vehicle w/ no reparation money even though I was not at fault, is there anything I can do?

Sue the guy who hit you and let a judge decide which one of y'all is lying.
