I live in Alabama, this past June a law was passed that you had to have insurance on your vehicle. If you are pulled over you have to show proof of that insurance. Now this January 2001 the Alabama dept of revenue is going "randomly survey vehicle owners to determine if the owners are maintaining liability insurance." If not the dept will suspended the vehicle tag registration and fine the owner.
I want to know, can they legally check without any reason to do so (like being pulled over)?
