Ambulance provider Billing

What is the name of your state? Ohio
When a patient is involved in a motor vehicle accident, 911 is called and we are dispatched to the scene to transport patients to the hospital ( i work for the ambulance company). Who do we bill first, health insurnace or no fault carrier? I have been trying to get this question answered for months. I have called attorneys in Ohio and I was told that we bill health insurance first. Then I have other attorneys who tell us that we need to bill No Fault first. Both of them refer us to specific state mandate codes which are VERY confusing!
PS: Because I have so many questions that we have conflicting answers on I have also been searching for conferences/seminars that we can attend to get these answers and no one can tell me how or where I can find such conference schedules or even if they have such conferences and who would host such events. Any idea? Thank you for your time

Bill all of them and put on the bill who you have sent it to.

We were a no fault state until recently. The way it was done here, was to bill the auto carrier first, when it was a motor vehicle accident, and then health insurance.

Ohio is not a no-fault state. Why is this even an issue?
