I have big judgement against me. can i still settle with the insurance company
without someone taking the settlement claim to pay toward my judgement?

That depends entirely on whether the judgment creditor 'discovers' the settlement. If he does, he can 'intercept' the payment via a 'turn over order' from the court (or other methods).
