I was involved in a car accident in which my car was totalled. I recently attended a seminar in which a lawyer made a statement that an insurer (auto) could not recover the value of the total vehicle from the named insured.

Does this mean that the insurance company cannot raise my rates? Since this, in essence, equates to recovery of the losses.
