What is the name of your state? California

I have received the police report for the accident that I was involved with. The 19 year old kid is at fault. The report says this. I have called the family and they want nothing to do with me. If I go through my insurance co. I'll have to pay my deductible, which I can not afford. What options do I have to collect $ for the $800 worth of damage on my car? I am fearful of my rates going up though I am not at fault.
