Auto Accident, my fault, state of California. If the injured parties are not fully covered under the limitations of my policy is the first step to sue me personally or do they try to sue the insurance company first then me?

If the injured parties decide to sue me what steps do they take if I have no money to sue for? I have no savings, I only own one car and I rent an apartment. Do they garnish wages and/or what other steps do they take?
