MY SON IS 19 YEARS OLD AND HAD NO AUTO INSURANCE WHEN HE WAS INVOLVED IN A MINOR ACCIDENT. THE ACCIDENT WAS NOT REPORTED BECAUSE OF THE MINIMAL DAMAGE. NOW THE OTHER PARTY'S INSURANCE COMPANY IS BILLING MY SON FOR $3,100.00 IN DAMAGES TO THEIR CAR. IS HE LIABLE TO PAY FOR THIS WHEN THE ACCIDENT WAS NOT REPORTED?
