Auto Accident, responsible party no insurance.

What is the name of your state? Michigan

I was in a traffic accident two months ago. A vehicle failed to yield while turning left in front of me and I struck it with my vehicle. The police report found the other driver at fault. I have no fault and comprehensive insurance (no collision) and the other driver has no insurance at all. My question is because he had no insurance in the first place, is he still only liable for up to $500 dollars in damage through mini tort? Or can I sue the responsible party for the whole amount I was charged for damage to my vehicle ($2200)?

you can file a small claims case to recover full damages since he was found at fault

Even in Michigan with the mini tort law?
