My response:

What were the circumstances of this child being at the wheel of a motor vehicle, and driving?

I'm guessing at his age he tought it would be fun to drive. His father just gotten a letter from the insuracne company, the letter was addressed to his son, with a bill for $ 9000.00 . He wants to know what could happen.

oh nothing too much, just mommie and daddie will have to pay the $9000, or they will attach their paychecks for a couple of years till its paid off.

If they own a house they will have to refinace AND take out a second mortgage.

The insurance company was most likely unaware that the driver was 14 years old, or the letter would have been addressed to "the parents of....."

Was a police report made? Did the boy drive the vehicle with or without the permission of the registered owner?

Assuming the vehicle the boy was driving was not reported stolen....does the registered owner of the vehicle have insurance? Did he report a claim? Was coverage denied? If not reported, the father of the boy should make sure the accident is reported to the reg. owner's insurance carrier. They may cover the damages. If that carrier denies coverage, then the boy's father should turn it in to his own insurance carrier.

I am a claims adjuster. I have paid many a claim with an unlicensed, under-age driver who thought it would be fun to drive. (As long as nobody pressed theft charges).
