while driving a rental car at night i hit a large dog causing aprox
$1600.00 Damage, is the dogs owner liable for compensation

the accident was witnessed by an on duty sheriff deputy
he said that i could not have avoided the collision and was not at fault.the owner came down and picked up the dog to take to the vets.

If the dog was 'running loose' and not on a leash or in a controlled area, then the owners of the animal are liable for the damages caused by the animal. And based on your post, that would include the damage to your vehicle.
