What is the name of your state? Texas

My brother borrowed his girlfriend's car while his was in the shop. He got pulled over by the police, and could not find the insurance card. The officer wrote him a ticket for no insurance. The officer told him if he just mailed in a copy of the insurance card, that the matter would be settled. So, when he got home, he made a copy and sent it to the courts. They told him that because he is not listed as a driver on the policy that he still is responsible for the no insurance ticket.
Does he need to be listed as a driver for the car, even if he borrowed it for one day? If her insurance doesn't cover him, shouldn't the insurance policy he holds on his car cover the ticket?
