What is the name of your state? California
My 18 year old son has registered a vehicle under his own name and has his own auto insurance policy. He is a student and doesn't really have any assets other than this car and a small bank account. If a liability claim is to be made against his policy and it exceeds the policy limits, can I, the parent, be liable since he is still considered a dependent?

Generally no, because he is over 18 and the car and insurance are in his name. If his insurance does not pay it all, he will likely end up with a judgement against him and have bad credit.
