Broken windshield

What is the name of your state? Missouri

I had my winshield broken when a passing car kicked up some oversize, tar-covered rocks from a freshly done road repair site. The Township employees doing the repairs caused the unsafe conditions.

Do I have any chance of getting a new windshield if I take the Township Trustees to small claims court?

I wrote them a letter asking for the $225 in damages and they refused responsibility.

I don't have any witnesses but I do have good photos taken at the time of the damage showing lots of rocks on the road and their poor quality work.
