car accident and lying to insurance company and police

I live in maryland and was recently a passenger in a fairly serious car accident. We were struck by a man who crossed the double yellow by about six feet and then lost control of the car and landed in a ditch. Luckily no one was seriously injured. The man who hit us appeared to have attempted to get away, but didn't get far because his front tire blew out. The only person the claimed to be a witness to the accident was a cab driver who said that it was us who was at fault. Therefore the initial report was that we were at fault. After further investigation it turned out that the witness was lying to the police and to the insurance companies. This was in part due to the fact that all the forensic evidence didn't concur with the witnesses story. After all this was sorted out the driver at fault was the one who struck us acording to the police. Now, even after the police have determined we weren't at fault this man continues to stick to his story with the insurance companies. Are there any laws being broken here? The possibilty that the other driver was intoxicated hasn't been ruled out either. What legal action can be taken in this situation?
