What is the name of your state? Massachusetts
I live in Mass and i came back to my car to see someone had backed into it and done alot of damage to my hood & headlights. if i file a claim will it be considered an "accident" in mass and raise my "steps" and rates?

You are correct, it would be considered an accident. However, your SDIP step should not change, as you are not at fault. MA is pretty strict as far as how insurance rates are set, and does not allow arbitrary hikes. Everything is tied up to SDIP step you are on. Just to avoid the hassle, get the estimate from body shop first and check if it's below deductible level.
