What is the name of your state? Ohio

Their Insurance offered me the NADA book ACV for my car and gave me the option to retain it "less the salvage value" NADA $3894 / Salvage $585. When I mentioned I just put new tires on it they told me to fax them the receipt, do you think they will give me the cost of the tires in addition to the $3894? and what if I within the last 8 months I paid for new struts and a new replacement rack and pinion steering.

Do they have to pay me for these upgrades or am I just SOL.

They might give you a few bucks more. The value of a car with used or new tires does not vary that much.

Now your reaching. The car needs those parts to be operational, having new ones ads nothing to the value.
